What Does the Bible Say About Obeying the Government?

The Bible teaches Christians to submit to governing authorities, because God ordains them to uphold order and justice. We are to honor leaders, pay what we owe, and live peaceably. There is one clear limit: when a law commands us to disobey God, we must obey God rather than men.

How should a believer relate to the government? The Bible gives a clear and balanced answer. We are to be law-abiding, respectful citizens who recognize that authority comes from God. Yet our submission is not absolute. When human law directly commands us to sin against God, our higher loyalty belongs to Him.

The short answer

Christians are called to obey and honor governing authorities, because God ordained them to restrain evil and reward good. We pay our taxes, follow the law, and live peaceably. The one exception is when a law would force us to disobey God directly. Then, humbly and respectfully, we must obey God rather than men.

Government is ordained by God

The Bible teaches that civil authority is not an accident. God established it as a means to maintain order and justice in a fallen world.

"Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God."Romans 13:1

Government exists in part to punish wrongdoing and to protect those who do right, which is a mercy to society.

"For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain."Romans 13:4

Honor, respect, and pay what you owe

Scripture does not merely permit obedience. It calls us to genuine respect and honor toward those in authority, and to meet our obligations honestly.

"Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour."Romans 13:7

Peter, writing under a hostile government, still urged believers to submit and to honor even the emperor.

"Submit yourselves to every ordinance of man for the Lord's sake: whether it be to the king, as supreme."1 Peter 2:13

The one clear limit

Our obedience to government is real but not unlimited. When rulers command what God forbids, or forbid what God commands, the believer's first loyalty is to God.

"Then Peter and the other apostles answered and said, We ought to obey God rather than men."Acts 5:29

The Bible gives examples of faithful people who respectfully refused an ungodly command and trusted God with the outcome.

"But if not, be it known unto thee, O king, that we will not serve thy gods, nor worship the golden image which thou hast set up."Daniel 3:18

A common misunderstanding

Some read Romans 13 and conclude that Christians must obey the government no matter what, even into sin. That is not the Bible's teaching. The same Scripture that commands submission also records godly people refusing to worship idols or stay silent about Christ. The limit is narrow and serious. It is not a license for personal preference or political rebellion. It applies when the law would make us disobey God directly. Even then, we resist humbly and respectfully, willing to accept the consequences, never with hatred or violence toward those in power.
